RESPONSIBILITIES
  • Provide authoritative financial insight and advice to the Board, the CEO and senior management on financial planning and performance measurement issues and initiatives that have an impact on strategic corporate and business decisions and issues.
  • Provide insight from a corporate financial planning, costing and reporting perspective in the achievement of longer-term business strategies founded on an in-depth understanding of the future directions for the company’s business lines.
  • Develop strategies to maximize the effectiveness of resources; improve outcomes and results and deliver on corporate priorities.
  • Drive functional integration and create an environment where organizational achievements are recognized, rewarded and celebrated.
  • Develop long term objectives and take overall responsibility for engagement, enabling a culture of learning, and performance management.
  • Delegate responsibility and accountability to build organizational capabilities.

  • Ensure that the annual financial planning and forecasting process is aligned with the company's strategic direction and corporate plan and reflects the evolution of the company's business lines and functional requirements and supports the achievement of superior results.
  • Lead corporate-wide financial performance measurement and reporting; delivers timely, standardized and simple-to-use reporting to senior management on the performance of businesses, activities and initiatives.
  • Oversee business finance functions, including planning, analysis, accounting and reporting and the actuarial function for each activity and support function.
  • Lead the identification, analysis and development of organizational prospects and initiatives by studying economic trends, market and current events; identifies revenue, cost saving or risk mitigating opportunities, and champions such opportunities.
  • Provide financial insight and decision support regarding market positioning and new business initiatives.
  • Serve as a key liaison with the CFO and senior level resource to management and the Board.
  • Establish and maintain effective working relationships.
  • Drive the Board financial planning process, including supporting the CFO and CEO regarding Board involvement in the five-year plan.
  • Establish and maintain strong working relationships with fellow Management Committee members.
  • Contribute to the corporate vision through the development of strategies, and initiatives in the areas of financial planning and budgets and performance measurement to enhance the capacity of the company to meet its financial stewardship responsibilities and obligations.
  • Provide professional leadership for the analysis and development of the financial component of the annual corporate planning process, including the five-year Corporate Plan, Summary of the Corporate Plan, priority corporate objectives, and Annual Report and quarterly performance reports.
  • Lead the analysis and development of financial strategies by forecasting capital, operating budget, under a variety of plausible business scenarios.
  • Support the evolution of the company's business lines by developing financial projections and plans for the overall governance framework of the company, and by contributing to strategic corporate direction setting, accountability for results, sound risk management and transparent public reporting.
  • Drive strategic planning, corporate vision and decision making as a member of Management Committee.
  • Financial planning, budgeting, forecasting and performance measurement services are managed and delivered in an efficient, effective, timely manner and are aligned with corporate strategic directions and business line operational goals.
  • Performance of role of trusted advisor to the Board and senior management in identifying, assessing and recommending strategic financial plans, budgets and performance standards to meet the longer term agenda of the government of Canada, the dynamic housing market and the housing needs of Canadians.
  • Performance of role of key business partner to the heads of business lines in the development of annual operational financial plans and longer term business plans, the allocation and reallocation of budgets, financial performance measurement and the development of business cases for new initiatives and programs.
  • Contribution to the coherence of corporate planning, budgeting, costing, performance measurement and reporting on the achievement of financial targets.
  • Future business strategies and policies identified and pursued through the analysis of emerging trends, issues and developments in the housing marketplace across the country.
QUALIFICATIONS
  • A Bachelor’s degree in a field related to commerce, business or financial management.
  • A Chartered Professional Accountant designation.
  • Minimum of 13 years of experience with at least five years in a senior leadership role in a financial planning capacity in a large financial institution or with a large financial public sector institution.
  • Superior knowledge and understanding of the company’s mandate, its business objectives, its policies, programs and products, its major interdependencies and its regulatory framework.
  • Proven experience in leading corporate planning processes, requiring the synthesis and analysis of data from multiple sources.
  • Advanced oral and written communication skills including presentation, negotiation and persuasion skills to present to C-suite level executives within the company, the Board of Directors, all levels of government and client organizations, and to lead negotiations with external suppliers.
  • Specialized expertise in future thinking and enabling long-term strategies and visions.
  • Strong influencing skills with demonstrated ability to lead a team, drive change and earn the trust and confidence of senior management and the Board of Directors.
  • Superior analytical skills with demonstrated ability to capture and synthesize information to develop strategic business plans.
