RESPONSIBILITIES
  • Ensuring effective monitoring and reporting on Capital Markets’ investment and treasury activities, and ensuring those activities and transactions are within the risk appetite metrics, risk controls and policy compliance.
  • Ensuring that appropriate credit risk analysis, limits, monitoring and systems are in place.
  • Managing the financial review and credit analysis and monitoring process and providing proposals for credit limit changes for the investment and treasury activities, as well as for monitoring Lenders (Insurance), Issuers and Sellers (Securitization), and contracting arrangements (Outsourcing and RFP).
  • Managing credit limit setting in conjunction with IPF, Treasury and Financial Risks Oversight to determine appropriate levels of risk.
  • Verify Swap limits for collateral activities in conjunction with Treasury, Securitization and Settlements
  • Actively participating in the deliberations and decision-making of the Capital Markets sector.
  • Managing credit risk controls, especially pertaining to Investments and Treasury
  • Ensuring there is a stable and robust operational environment (systems, staffing, operational processes, controls, succession management etc.)
  • Organize financial reviews to support recommendations for Approved Lender status for Insurance, Approved Issuer and Seller, Swap / Repo status for Securitization, Outsourcing arrangements and RFP contracts.
  • Providing visible, passionate leadership and support for change.
  • Empowering people and encouraging appropriate delegation of accountabilities and decision rights.

QUALIFICATIONS
  • Bachelor's degree in Finance, Accounting or Economics, and a minimum of 10 years relevant experience.
  • A minimum of 3 years’ experience in a management role.
  • Knowledge of fundamental credit analysis and financial modeling, Capital Markets and Risk Management Practices.
  • A Professional Designation (CPA, CFA, FRM) will be considered an asset.
  • Strong people management, leadership and interpersonal skills.
  • Strong analytical reasoning and an ability to resolve very complex problems with little data.
  • Ability to build and maintain relationships, recognize opportunities for improvements and contribute to a working environment where diversity is valued, respected and integrated.
  • Strong influencing skills with demonstrated ability to lead a team, drive change and to earn the trust and confidence of senior management.

  • Strong communication skills, including the ability to write and speak clearly and succinctly to communicate technical and non-technical contents to a variety of audiences.
  • Strong knowledge of the business, mandate and objectives.
